For details please see http://forums.gamesforwindows.com/p/9512/90792.aspx essentially due to the par-score for a certain elvel (set 7 level 19) being set at -1 the game will not credit you with completing the level udner par and thus the "conquer all" acheivement is impossible to unlock.
